Announcement of CNCA on Issuing the New Version of
Rules for the Implementation of Hazard Analysis and Critical Control Point (HACCP) System Certification
To further optimize China’s certification system for food and agricultural products and facilitate the implementation of Hazard Analysis and Critical Control Point (HACCP) system certification, in accordance with the Food Safety Law of the People’s Republic of China, the Regulations of the People’s Republic of China on Certification and Accreditation and other provisions, CNCA has consolidated two certification systems, namely HACCP system certification for dairy manufacturers and HACCP system certification for food enterprises, into a single HACCP system certification system.
CNCA has integrated and revised the Rules for the Implementation of HACCP System Certification for Dairy Manufacturers (Trial) (Announcement No.16 of 2009 of CNCA), Rules for the Implementation of HACCP System Certification for Food Enterprises (Announcement No.35 of 2011 of CNCA), Announcement of CNCA on Improving Relevant Requirements for Hazard Analysis and Critical Control Point (HACCP) System Certification (Announcement No.25 of 2015 of CNCA), and Announcement of CNCA on Updating the Certification Criteria for Hazard Analysis and Critical Control Point (HACCP) System (Announcement No.17 of 2018 of CNCA) (hereinafter collectively referred to as the old versions of Rules for the Implementation of HACCP System Certification for Dairy Manufacturers (Trial) and Rules for the Implementation of HACCP System Certification for Food Enterprises).
The newly revised Rules for the Implementation of Hazard Analysis and Critical Control Point (HACCP) System Certification (hereinafter referred to as the new Rules for the Implementation of HACCP System Certification) is hereby released. Relevant matters are announced as follows:
The new Rules for the Implementation of HACCP System Certification shall come into force on the date of issuance.
The transition period commences on the date of this Announcement and ends on 31 December 2022. During the transition period, certification bodies may conduct certification activities in accordance with either the new Rules for the Implementation of HACCP System Certification or the old versions of Rules for the Implementation of HACCP System Certification for Dairy Manufacturers (Trial) and Rules for the Implementation of HACCP System Certification for Food Enterprises. All HACCP certification bodies shall revise their management system documents based on the new Rules as soon as possible and conduct publicity and training on the new Rules.
Starting from 1 January 2023, certification bodies shall conduct HACCP system certification for enterprises submitting new applications in compliance with the new Rules for the Implementation of HACCP System Certification.
For certified enterprises granted certification under the old versions of Rules for the Implementation of HACCP System Certification for Dairy Manufacturers (Trial) and Rules for the Implementation of HACCP System Certification for Food Enterprises, the issuing certification bodies shall complete certification transition in conjunction with surveillance audits or recertification audits.
Announcement No.16 of 2009, No.35 of 2011, No.25 of 2015 and No.17 of 2018 of CNCA shall be abolished with effect from 1 January 2023.
